now you have this first incidence of water level, the lincoln tunnel, the holland tunnel is closed. how much damage can water do to a metropolis like new york? >> oh, my goodness, you get water in the subway system and you start dealing with the electrical transmission lines and, you know, you could have extensive damage there. as a matter of fact, if they start hearing that those tunnels are filling with water, you know, you know what you do -- and we see this all the time with tropical systems, they will shut down the electric grid. they will start shutting down to prevent power loss in transformers, you know, dealing with all that electricity. so, you know, i think that's the big thing. and i think 7 to 9:00 tonight we'll find out if we're going to get water in the subways. but if reports were from last year with irene that we were within a foot of getting water in the subways and now the surge is already 2.2 feet higher than it was with irene, there's a pretty good chance we could get it in the subway. >> i hear the lincoln is still working. let me ask you about just back again

we're getting word of new york's first storm-related fatality. a 30-year-old man trapped by a fallen tree in queens. we're also getting some amazing pictures showing some serious flooding from delaware to new jersey. some of the streets of atlantic city are covered in water. this video was taken before sandy made landfall. we know many of these streets were closed ahead of the storm, but new jersey governor chris christie is criticizing the mayor of atlantic city for failing to get enough people to evacuate. >> for whatever reason, the mayor urged people to stay in shelters in the city. despite by admonition to evacuate, he gave them comfort for some reason to stay. we now have a large number of people that are in atlantic city and at this juncture there's no other way for us to go in and get them. they are going to have to ride out the storm there. i'm very disappointed in the fact that some decided to disregard my instruction, in fact, my order. and i'm concerned it might lead to the loss of life. i'm extraordinarily dis -- disappointed in thos

atlantic city is the highest there at 52. so good signs that winds are slowly beginning to drop down. we're in the 40 and 30 range throughout the delmarva, d.c. washington, d.c., by the way, you had a windy late night. you had some gusts up to 60 miles per hour which caught some people by surprise. further to the north in new england, finally the winds are dying off there, too. we shouldn't see too much more damage. the concern i have overnight besides additional winds is the heavy snow through areas of west virginia, pennsylvania, and also through areas of extreme mountainous maryland. chris, it's going to snow another 1 to 2 feet on top of the foot that is already on the ground. people are already stuck in numerous locations because of that heavy snow and downed trees. so just a multifaceted historic storm. the name sandy is almost guaranteed to be retired by the national hurricane center. i'm sure this will be a multibillion dollar storm damage. we probably had close to $1 billion in new york city, alone. >> we're just get

8:30 tonight, is the really first test of just how bad this is going to be? >> yeah. this is slightly scary since this is what it looks like at the low tide, you know. we hit that this morning the high tide, about six hours go to the low tied, get up there. it's already gone down about four or five feet since at peak high tide and from here it's going to go up. the tidal predictions are to the exact science. it's almost like river forecasts. the high drolgss make them with the best knowledge they have. it's not as good as your forecast we give you days in advan advance. it's not the exact science. fluid situation with the storm and a lot of factors and so right now, we're thinking it's going to be about two to three feet higher than what we saw when it was down here on the edge splashing over. that means if i was standing right here at about 8:30 this evening, the water could potentially be somewhere between here to here with wave action over the top of that. this is a flat area in lower manhattan. not a lot of elevation change. about three blocks in inland t
